Long time ago i wrote something to install themes and icons in xfce but was hard to understand and inefficient so i decided write something more elegant to install themes and this is what i’ve done.
It’s simple as drag and drop the files with themes and press “Install Themes”.
Here is the code (I used icc.utalca.cl/~clizana for my projects but i’m no longer in utalca and maybe I lost the space
so let’s use google!)

What does it really do? Unpacks the archives to user* theme folder and then sets them? Or just unpacks and then you should select theme in Xfce settings?
* or system if you has root rights?

Just unpack them because set the theme can be done from the xfce panel.
